The employee will be assigned to the Business Operations Office, Financial Services, Accounts Receivable Section.
Duties include:
- Under general supervision of the Accounts Receivable Manager will act as a key assistant to the manager.
- Will develop or assist in developing and implementing plans/procedures for resolving operational problems and in improving administrative services.
- Will assist in determining the need for change in procedures, guidelines, and formats.
- Work will involve contact with key stakeholders within the DEP, State Treasurer’s Office, and wvOasis to assist with efforts to improve invoicing, accounts receivable, and electronic payments functionality.
- Will review, update, and develop standard operating procedures for the unit.
- Will assist in developing interim measures for transitioning accounts receivable out of legacy systems.
- Will be responsible for assuring the quality of invoicing efforts by Accounts Receivable staff by assisting the manager in quality control activities.
- May represent the supervisor in meetings and oversee activities in the supervisor’s absence.
- Will assist the manager in working with an intra-agency team to enhance electronic payment of DEP invoices.
- Will carry out reconciliation activities to assure that payments are properly reported against invoices.
- Will review deposit information to assure correctness of deposits.
- Will reconcile electronically transferred payments from the State Treasurer’s Office and allocate as needed.
- May process credit card transactions and closeout credit card terminal.
- Will process electronic payments received by the agency.
- May work with Information Technology Programmers on data setup, problem resolution, revisions, and reports.
- Will respond to customer questions/concerns and resolve account issues.
- May conduct training sessions or prepare training materials.
- Will perform other duties as required and/or assigned.
- May assist in generating invoices from multiple accounts receivable systems for various DEP programs.
- May assist in generating second notice invoices for nonpayment, void and reinstatement letters, and pro-rated invoices.
- May assist in depositing funds into wvOasis and applying payment in accounts receivable systems during peak times and when short staffed.
Notes:
- Must have the ability to work well with others, must be able to communicate well both orally and in writing, must be able to collect and compile accurate information.
- Regular attendance is an essential part of this position.

Minimum Qualifications
Training: Graduation from a standard four-year high school or the equivalent.
Experience: Four years of full time or equivalent part time paid bookkeeping, accounting, or related experience.
Substitution: Successful completion of college-level accounting courses from an accredited college or university may be substituted at the rate of three semester hours equals six months experience;
OR
Successful completion of related business school or vocational training may be substituted for the experience through an established formula.
Other Information
Preference may be given to applicants with wvOasis experience and accounts receivable experience.
