The City of Weston is seeking a skilled and motivated Finance Manager to lead and manage all aspects of municipal financial operations. This position provides leadership and oversight of fiscal management, ensuring that City Council’s policies are carried out through sound financial practices. The Finance Manager reports directly to the City Manager and is appointed by City Council.
Key Responsibilities
- Direct and coordinate all fiscal management programs, including supervision of finance staff.
- Prepare and manage the City’s annual budget; monitor variances and recommend corrective actions.
- Oversee payroll, employee health and retirement contributions, and benefit enrollments.
- Manage accounts payable, receivables, and all City financial accounts in QuickBooks.
- Coordinate and oversee the annual City audit.
- Provide financial support to Fire and Police Pension Boards.
- Research and assist with grant applications to support City initiatives.
- Ensure compliance with federal, state, and local financial regulations.
- Develop and enforce financial policies and procedures.
- Communicate financial trends, issues, and opportunities to the Mayor, City Manager, and City Council.
- Represent the City at meetings, conferences, and in the community.
Qualifications
- Bachelor’s Degree in Public Administration, Business, Accounting, or Finance preferred.
- At least 5 years of progressively responsible financial management experience preferred (municipal or non-profit experience a plus).
- Master’s Degree or CPA designation is a plus.
- Strong knowledge of municipal finance, including enterprise funds, utilities, police/fire, and community development.
- Proficiency with QuickBooks, Microsoft Excel, and Word.
- Strong analytical, organizational, and leadership skills.
- Ability to work collaboratively with elected officials, staff, and the public.
- Valid West Virginia driver’s license.
Schedule
- Standard office hours: Monday–Friday, 8:00 AM – 4:00 PM
- Must be flexible to attend evening meetings or events as required.
Salary & Benefits
- Salary Range: $40,000 – $50,000 annually, commensurate with experience.
