Under close supervision, at the entry-level, this position performs the professional work in a specialty area in the acquisition, preservation, oversight and enhancement of the West Virginia Watershed Improvement Branch, the employee will develop and implement water quality improvement projects. The employee will do this in cooperation and communication with all local, state, and federal agencies, industry, business, academia, as well as a diversity of other watershed stakeholder interests, such as environmental groups, local citizenry, and watershed associations.

Duties include, but are not limited to, the following: promoting the development of local subcommittees and project teams involving stakeholder groups, tracking their activities, facilitating meetings, and overseeing watershed projects. The employee will assist partners in coordinating, planning, and implementation to ensure the successful accomplishment of Nonpoint Source Program goals.

The employee will oversee the preparation of reports, planning, and funding documents; will act as the primary point of contact with state agencies, elected officials, other entities, and the public on issues related to the identified priority watershed in the eastern panhandle area of the state; will organize and educate stakeholders to be ready for future involvement with the Watershed Management Framework Cycle; and will assist with public outreach and education efforts in conjunction with Nonpoint, Stream Partners, Save Our Streams, and TMDL programs.

Additionally, the employee will coordinate public information among the participating agencies and DEP’s Public Information Office and will be responsible for assisting in the development and maintenance of all database and filing systems for watershed projects.

The employee will perform other duties as required.

Minimum Qualifications

Training: Bachelor’s degree from an accredited college or university.
OR
Substitution: Full-time or equivalent part-time paid technical or paraprofessional experience in the acquisition, preservation, protection and enhancement of environmental/natural resources may be substituted for the required training at a rate of one (1) year of experience for every thirty (30) semester hours of training.

Note: At the appointing agency’s discretion, competitive candidates may receive probationary appointment pending official
verification of the qualifying training or certification. The qualifying training or certification must be verified before the
employee may be certified permanent.

Other Information

Preference will be given to those with experience in Urban Stormwater Management, Septic Issues, Acid Mine
Drainage Treatment, and/or Natural Stream Channel Design; GIS mapping and volunteer organizations. Preference will
also be given to applicants with degrees in environmental studies, biology, or geology.
