West Virginia Housing Development Fund

The Fund works to reduce homelessness and improve housing stability throughout the state by increasing the supply of housing for persons and families of low- and moderate-income through construction and mortgage financing. 

The Controller is responsible for all accounting-related activities of the Fund, including accounting, budgeting, forecasting, investments, and strategic planning. They provide leadership, oversight and management to the Accounting department and will be responsible for analyzing, reporting, and forecasting the Fund’s financial position and making presentations and / or recommendations to the Executive Director and the Board of Directors concerning the Fund’s financial performance. The Controller is responsible for managing and retaining banking, auditing, and other finance-related external relationships. This position receives minimal supervision from the Executive Director and exercises independent judgement and action. This employee will have access to sensitive and confidential data; therefore, confidentiality must be maintained at all times. 

Essential Functions:

  • Provides effective research, budgeting and strategic planning for the organization;
  • Recommends policies and procedures to ensure compliance and proper implementation with generally accepted accounting principles (GAAP) and all state and federal rules and regulations related to areas of responsibility;
  • Oversees all daily activities of department under supervision;
  • Identify, plan, implement and manage investment opportunities / strategies;
  • Track and ensure cash flow is appropriate and sustainable;
  • Develops and maintains reporting processes to monitor outcomes and operations of Fund programs;
  • Manages long-term projects for timely completion, ensuring departmental activities are accomplished accurately with appropriate internal controls; and
  • Works closely with Executive Director on strategic planning and resource allocation;
  • Develop and maintain financial forecasts and cash needs of agency
  • Oversees all aspects of annual financial audits
  • Serves as backup as needed for department

Required Education/Experience:

  • Bachelor’s degree in accounting, finance, or
    related field
  • Strong financial and accounting background
  • Minimum of 10 years of experience in accounting
    or finance.
  • Minimum of 5 years in a management role
  • Understanding of internal control processes.
  • Proficient with Microsoft Office.

Supervisory Responsibility: Provides all necessary and appropriate oversight of the Fund’s accounting and department in the performance and documentation of employee work assignments, time sheets, and expense reports. Responsible for reviewing departmental staffing requirements, recommending candidates for hiring, and disciplining employees as required; annually sets objectives and goals for department.

Work Environment/Physical Demands: The employee in this position may be required to sit at a desk for long periods of time. Routinely uses standard office equipment such as computers, phones, etc. May be required to travel for conferences and educational purposes.

Required Education/Experience: Bachelor’s degree in accounting, finance, or related field. Strong financial and accounting background. Minimum of 10 years of experience in accounting or finance. Minimum of 5 years in a management role. Understanding of internal control processes. Proficient with Microsoft Office.

Preferred Education/Experience: Graduate degree in Accounting, Business Administration, or financial related field. 10+ years of experience in financial oversight.

Required Certificates/Licenses: Certified Public Accountant.
