The employee will be assigned to the Division of Land Restoration in the Office of Environmental Remediation (OER).The primary duties for this position are to serve as OER’s technical expert in the Voluntary Remediation Program (VRP),Uniform Environmental Covenants Act-Leaking Underground Storage Tank Program (UECA-LUST), and Brownfields Assistance Programs, develop standard operating procedures, revise the Voluntary Remediation Program Guidance Manual, develop annual licensed remediation specialist (LRS) training, assist program managers with LRS test development, train OER project managers on environmental assessment and remediation, and assist with developing programmatic policies and revise rules and regulations to ensure consistency and high quality operations in OER.

Duties include:

  • The employee will serve as an advisor to OER staff and program managers.
  • The employee will perform complex professional project management work and will utilize best available scientific protocol and methodologies in performing oversight of work in the areas of site assessment, conceptual site models, fate and transport models, human health and ecological risk assessments, future land-use planning, risk characterization, risk management, remedy selection, public participation, remediation activities, and final site closure.
  • The employee will represent OER at the technical expert level and will be required to travel to various meetings and present relevant information internally and externally. Employee may be required to facilitate or participate in local, regional, and/or statewide workgroups and community meetings. Employee may be required to testify in legal proceedings.
  • The employee will identify training needs, develop presentations, and provide training to DEP staff as well as external consultants and stakeholders at local, regional, and statewide meetings and conferences. Participation in national workgroups, symposiums, and conferences may also be required.
  • The employee may be required to attend legislative meetings, public meetings, interagency committees, and federal hearings for the purpose of presenting information, developing new technical standards, rules, guidance, and procedures. Employee must have knowledge of federal and state environmental laws and regulations impacting OER’s programs.
  • The employee will collect, research, and review data for multiple environmental media, including air, soil, and water. Data will be collected from fieldwork and from report reviews at project sites to determine if the site conditions are being accurately characterized. The employee will be responsible for reviewing project applications, work plans, site assessment reports, data validation reports, risk assessments, remediation plans, and final project completion reports and will make decisions to determine if the documents are technically complete and accurate.
  • Employee may have state-wide complex project management responsibilities determined primarily by the applicant’s skill mix and by project needs, which may include brownfields, superfund, or federal facility site management. The employee will utilize a project management database to track the status of planned and on-going projects and to provide budget projections and cost recovery documentation. The employee will be responsible for oversight and coordination of site project activities with applicants and environmental consultants conducting the site work and for oversight and coordination of state contractors performing brownfield assessment activities.
  • The employee will be responsible for determining the need and coordination of the expert review of applicable project activities by agency and contractor experts, i.e. toxicologists, geologists, analysts, and legal counsel. Employee may work on special projects and research activities independently or on a team of experts, as assigned.
  • The employee will coordinate all activities through negotiation and utilization of a series of legal documents including remediation agreements, land use covenants, deed restrictions, and certificates of completion. The employee must coordinate with all other state and federal agencies to ensure that all legal documents are in full compliance with all relevant air, waste, and water laws and regulations.
  • Employee can expect frequent issues to arise that require negotiation of alternative solutions and other forms of problem solving associated with complex projects.
  • The employee will be responsible for conducting and overseeing public participation requirements including public notices, press releases, and public meetings. The employee will promote community awareness and communicate risk principles for their projects to the public.
  • The employee will utilize computer technology and remote access technologies to conduct project management and administrative functions. The employee will be required to enhance scientific capabilities and skills by participating in on-going training programs and training OER staff.

Expectations:

  • For travel purposes, the employee will use a state vehicle or rental vehicle. The employee must maintain a respectable driving record and must participate in the care of vehicles.
  • Employee will perform other duties as assigned or required.
  • Knowledge of Google applications, Microsoft Office, especially Microsoft Word and Excel, is mandatory.
  • Must have the ability to establish and maintain effective working relationships with federal, state, and local officials, the general public, supervisors, co-workers, and staff.
  • Must have excellent verbal and written communication skills.
  • Must be organized and have the ability to work independently with limited supervision.
  • Must be respectful and maintain professionalism with internal staff and external stakeholders.

  • The recommended candidate will be subject to a search of his or her motor vehicle record (MVR) prior to being hired and annually thereafter or as needed.
  • Regular attendance is an essential part of this position.
  • Employees involved with specific DEP programs subject to the surface mining control and reclamation act (SMCRA) of 1977 must file prior to final appointment and annually thereafter, a statement of employment and financial interest (OSM23).

Minimum Qualifications

Training: Master’s degree from an accredited college or university.

OR

Substitution: Additional experience as described below may substitute for the required training at a rate of one (1) year of experience for every fifteen (15) semester hours of graduate training and/or every thirty (30) semester hours of undergraduate training.

AND

Experience: Four (4) years of full-time or equivalent part-time paid professional experience in the specialty area.
