Employee will be assigned to the Division of Water and Waste Management, State Revolving Fund, Quality Assurance Program. At the full performance level, performs complex professional work in a statewide specialty area evaluating documentation associated with the certification process for laboratories.

This evaluation involves the review of Quality Assurance Manuals (QAM), Standard Operating Procedures (SOP),Proficiency Test (PT) results, equipment suitability, personnel qualifications, laboratory performance data, quality assurance/ quality control (qa/qc) data, and all other associated documents and data.

Employee will perform on-site assessments of laboratories seeking certification under 47csr32. This activity involves extensive travel with many multi-day overnight trips to evaluate laboratories. Will review checklists completed during the on-site audit and write a summary of the evaluation; review applications submitted to the program and enter information into the database used by the program to track laboratory certifications; process checks for certification fees; enter the laboratory information in program database and tracking spreadsheets and prepare deposit memoranda for accounts receivable.

Employee will maintain correspondence with laboratories and adhere to audit schedules; draft guidance for laboratory and regulated community use in complying with state and federal rules and regulations; maintains files, both hard copy and electronic for all activities associated with the certification process for laboratories. Employee will perform other duties as assigned and/or required.

Expectations:

  • Must be licensed to operate a motor vehicle or provide other acceptable means of conducting business travel.
  • The recommended candidate will be subject to a search of his or her Motor Vehicle Record (MVR) prior to being hired and annually thereafter or as needed.
  • Position requires extensive travel, including overnight and out-of-state.
  • Must have excellent verbal and written communication skills.
  • Experience in the use of computer and statistical analysis is desired.
  • Must possess considerable knowledge of the principles, practices and procedures of organic and inorganic chemistry and public health sanitation program at the local level.
  • Work will be performed in a laboratory environment where processing of hazardous or unknown chemicals and samples (within accepted safety procedures is typical).
  • Regular attendance is an essential part of this position.
  • Qualifying applicants will be required to complete an internet based profile assessment to compare the applicant’s thinking and reasoning skills, behavioral traits and the occupational interests against the traits determined to be important to the posted position.

Minimum Qualifications

Training: Bachelor’s degree from an accredited college or university.

OR

Substitution: Additional full-time or equivalent part-time paid professional experience as described below may be substituted for the required training at a rate of one (1) year of experience for every thirty (30) semester hours of training.

AND

Experience: Two (2) years of full-time or equivalent part-time paid professional experience in the acquisition, preservation, protection and enhancement of environmental/natural resources, environmental protection or in an agency-specific area related to environmental impact.

OR

Substitution: Graduate coursework from an accredited college or university may be substituted for the required experience at the rate of fifteen (15) semester hours for every one (1) year of experience.

Promotional Only: One (1) year of experience as an Environmental Resources Specialist 1 may substitute for the required training and experience.
