Financial Analyst– West Virginia State Treasurer’s Office

Salary: $50,000 – $65,000; salary commensurate with training and experience. Full-time
employees of the West Virginia State Treasurer’s Office (WVSTO) are eligible for Public
Employee Insurance Agency benefits and a number of other benefits available to state
employees.

Division: Banking Services – Debt and Securities Management

Reports To: Director of Debt and Securities Management

Nature of Work:

Under limited supervision, this position performs analytical review of financial information
from designated state depositories (financial institutions) and projects for the Debt and
Security Management and Safekeeping Department.

Job Duties:

  • Utilize internal systems to determine the proper amount and/or percentage of
    collateral to be posted for public fund deposits held by each designated state
    depository.
  • Review and monitor acceptable collateral types provided by designated state
    depositories.
  • Monitor and analyze information provided by a third-party rating system and
    compare it to WVSTO rating table to ensure the proper amount and/or percentage
    of collateral is provided by the designated state depository.
  • Monitor collateral provided by the designated state depositories for proper
    valuation and eligibility.
  • Reconcile the WVSTO collateral system, spending unit/agency reports and bank
    records on a regular basis.
  • Work with designated state depositories on new setups and changes in the
    WVSTO collateral system and the safekeeping agent system.
  • Process and/or approve collateral and wire requests from designated state
    depositories.
  • Monitor monthly and yearly reporting from designated state depositories and public
    depositors.
  • Monitor the quarterly selection of pooled or dedicated method of providing
    collateral by the designated state depositories.
  • Monitor suspensions or exceptions of designated state depositories for compliance
    with state code and WVSTO policies as needed.
  • Prepare special reports as requested.
  • Assist other Banking Services departments with quarterly and annual debt
    reporting.
  • Serve as backup to the Director for debt service payments. This includes
    reporting, document entry in the state’s financial system (wvOASIS) and other
    duties related to debt service as assigned.
  • Work with internal Banking Services staff on new banking relationship needs.
  • Monitor opportunities to improve processes, controls and procedures.
  • Serve as backup to the Safekeeping Department to ensure securities are
    processed as needed.
  • Assists on special projects as needed. Provide excellent customer service and
    support.
  • Performs filing duties as needed.

Minimum Qualifications:

Bachelor’s degree from four-year college or university required, with a major in
accounting or finance preferred; two years related experience and/or training; or
equivalent combination of education and experience.

Required Knowledge, Skills, and Abilities:

  • Ability to read, analyze, and interpret general business periodicals, professional
    journals, technical procedures, or governmental regulations.
  • Ability to write reports, business correspondence, and procedure manuals.
  • Ability to effectively present information and respond to questions from groups of
    managers, clients, customers, and the general public.
  • Ability to work with mathematical concepts such as probability and statistical
    inference, and fundamentals of algebra.
  • Ability to apply concepts such as fractions, percentages, ratios, and proportions to
    practical situations.
  • Working knowledge of the Microsoft Office Suite and in-house designed systems.
  • Ability to define problems, collect data, establish facts, and draw valid conclusions.
  • Ability to interpret an extensive variety of technical instructions in mathematical or
    diagram form.
  • Ability to solve practical problems and deal with a variety of concrete variables in
    situations where only limited standardization exists.
  • Knowledge of security types would be helpful.
