As a Quality Assurance Manager with the West Virginia Office of Energy, you will be responsible for developing, implementing, and overseeing quality assurance (QA) and quality control (QC) systems across Office programs and initiatives. Reporting to the Deputy Director, you will monitor program performance, assess compliance with internal and external standards, and identify opportunities for continuous improvement. This role requires a detail-oriented mindset, strong analytical skills, and a proactive approach to ensuring excellence in program delivery, documentation, and stakeholder satisfaction.

Essential Duties

  • Develop, implement, and maintain QA/QC systems, policies, and procedures to support effective program delivery and compliance with federal, state, and local requirements.
  • Regularly audit project documentation, processes, and outcomes to verify adherence to established quality standards and identify any gaps or areas for corrective action.
  • Create and manage monitoring tools, checklists, dashboards, and internal reports to track quality metrics across projects.
  • Collaborate with project teams to design and implement corrective and preventive action plans when deficiencies are identified.
  • Build and maintain productive relationships with internal and external partners, clearly defining QA responsibilities and providing technical guidance, support, and training where needed.
  • Develop and deliver periodic quality training sessions for internal staff and partner organizations to foster a strong quality mindset.
  • Support federal and state reporting requirements by ensuring data integrity, documentation accuracy, and program transparency.
  • Proactively identify potential risks to program quality or compliance and escalate concerns to leadership with recommended mitigation strategies.
  • Other duties as assigned.

Required Qualifications

  • 2+ years of prior experience in quality assurance, quality control, program compliance, or similar oversight roles.
  • Experience developing QA/QC processes, conducting audits or compliance reviews, and monitoring complex projects or grants.
  • Strong organizational skills with the ability to plan, prioritize, and manage multiple competing tasks/projects effectively under tight deadlines.
  • Proven analytical and critical thinking skills, with the ability to assess systems holistically and identify risks, trends, and opportunities for improvement.
  • Excellent written and verbal communication skills, including report writing, training delivery, and the ability to work collaboratively with diverse teams.
  • Demonstrated proficiency with different platforms and applications (e.g. Google Drive, Microsoft Office Suite, etc.).

Desired Qualifications

  • Prior experience conducting quality assurance or compliance monitoring in a public agency, energy program, grant-funded program, or nonprofit setting.
  • Working knowledge of federal and state grants management principles, reporting requirements, and performance monitoring frameworks.
  • Experience analyzing programs for operational effectiveness, regulatory compliance, and quality improvement.

Desired Education

  • Bachelor’s degree in Energy, Environmental Studies, Public Policy, Public Administration, Business Administration, Communications, or related field preferred.

PLEASE NOTE: This is a grant-funded, multi-year contract position and is contingent on continued availability of federal funding.

Job Type: Full-time

Pay: $50,000.00 – $60,000.00 per year
