WIC Program Analyst

The WIC Program Analyst is principal assistant and coordinator within the West Virginia (WV) Department of Health’s Office of Nutrition Services (ONS) for purchasing requests, invoicing and management of contracts to assist four divisions in meeting federal regulations and financial reporting requirements of multiple US Department of Agriculture (USDA) funding streams.

The position is also responsible to:

• Develop and maintain functional and operations procedures which create efficiency in purchasing
• Completing federal grant reports regarding obligations, liquidations, unliquidated obligations, etc.,
• Assist the Administrative Lead in defining funding trends, problems, and issues.
• Handle contacts with the USDA, WV Department of Administration, WV Bureau for Public Health Central Finance, and WV Office of Shared Administration to satisfy ONS administrative needs and requirements, as well as, resolve and discuss issues or problems.
• Serve as the liaison and point of contact with other agency offices, vendors, and/or contractors involved with ONS administrative activities such as
  • Asset procurement and disposition
  • Inventory management
  • Procurement (sole source contracts, RFPs,etc.),
  • Hospitality requests
  • USDA approval for capital expenditures, travel, ONS P-card, Ghost Account, and Travel Co-Coordinator.

This is an exempt, part-time position NOT covered under the merit system administered by the West Virginia Division of Personnel (DOP).
